FORMER Community Development and Social Services Minister Emerine Kabanshi has been convicted of two counts of willful failure to comply with the law in relation to the Social Cash Transfer program.

Lusaka Chief Resident magistrate Lameck Mwale found Kabanshi guilty after he considered the evidence before him.
