Ministry of Education School Calendar

Is our Ministry of Education analytical in their school calendar?
Surely, how on earth the ministry should set a day of opening in the middle of the month like 14th January 2019 for schools.
This is poor planning by ministry of education and need to be revised in accordance with the pay periods for most guardians.
In Zambia, people receive their salaries between 22nd to 30th of every month which makes it very hard for parents to pay school fees and send their children to school when schools open in the middle of month.
My appeal is that ministry of education should follow pay days of most parents as opening days for schools and not in the middle of the month.
