UPND purging civil servants on political, tribal grounds – Mwamba

A SYSTEMATIC process to politicise and regionalise the public service is brutally being implemented by the new dawn administration under the guise  is cleaning the civil and public service of Patriotic Front cadres (PF), Emmanuel Mwamba has charged. 

Mr Mwamba has said it is embarrassing and shocking that the new dawn administration has embarked on a nihilistic agenda to systematically purge civil and public servants from the civil service perceived to be associated with the former ruling party, yet, when while in the opposition, President Hakainde Hichilema had pledged never to victimise career civil servants on political or tribal grounds.

Mr Mwamba, Zambia’s former Ambassador to Ethiopia said the Hichilema administration had since assuming power fired, separated, terminated and retired in national interest many established and confirmed civil servants on political and tribal grounds.

Mr Mwamba, who is now the PF presidential aspirant says President Hichilema and his administration in replacing civil servants who had been fired and retired in national interest was allegedly engaging in what he termed reverse tribalism and nepotism.

He disclosed that President Hichilema had recently caused the termination of employment of several press secretaries who were recalled from various missions abroad despite the officers being established and confirmed civil servants.

He said it was shocking and surprising that the press secretaries had their employment terminated on the basis that they were employed into the civil service by the previous government and without being officially written to.

 “The matter of civil servants being retired in national interest brings huge embarrassment to the new dawn government. This is because in opposition, President Hakainde Hichilema solemnly pledged tht his government was not going to victimize civil servants and professionals on grounds of their tribal or political affiliations. To this effect, the President commissioned a process to reinstate those professional he felt were victims of politics.  But this government has retired so many civil vibrant professionals in national and public interest. Recently, press secretaries that served in missions abroad and were employed as civil servants had their employment terminated…some without being officially written to,” Mr Mwamba said.

Mr Mwamba said the new dawn administration was engaging to reverse tribalism and nepotism in that professionals who had been fired or retired from the Northern and Eastern regions were allegedly being replaced by people from the Southern or Zambezi region or by UPND cadres.

He said Southern Province Minister Cornelius Mweetwa was out of touch with reality by claiming that no civil servant or professional had been fired or retired in national interest under President Hichilema administration.

Mr Mwamba said the UPND administration had so far retired in national interest 38 senior police officers and that 27 of those had since sued the state while 30 senior managers and engineers at ZESCO were crudely retired and purged.

He stated that it was surprising that Mr Mweetwa did not know or heard about professionals at ZICTA were purged and that similar dismissals were being carried out in many quasi-government institutions and parastals.
